Programs for Refugees

Who is eligible?

Refugee Support Services Program (RSSP)

This program provides assistance to refugees, asylees and parolees with job readiness and employment services to facilitate long-term self-sufficiency. You qualify for RSSP if you:

  • Have legal refugee, asylee and parolee status,

  • Are living in the U.S. for less than 5 years,

  • Are 16 years or older and are not a full time-student in elementary and secondary school (with some exceptions), and

  • Are a NYS resident.

Ukrainian (USARA)

The Ukraine Supplemental Appropriation to Resettlement Agencies (USARA) program provides assistance to refugees, asylees and parolees under the U4U program with job readiness and employment services to facilitate long-term self-sufficiency. You qualify if you:

  • Have legal refugee and parolee status,

  • Arrived to the U.S. under the U4U (United for Ukraine) program, and

  • Are a NYS resident.

Reception and Placment (R&P) Program

This a subcontracted program by the International Rescue Committee (IRC) that provides assistance to refugees with resettlement services defined by the U.S. Department of State PRM.

  • Have legal refugee, asylee and parolee status,

  • Arrived to the U.S. through the IRC, and was dropped off from the airport to the ACA, or was picked up from Binghamton Airport by the ACA

  • Are a NYS resident.

Immigration Resources

The RSS Program only assists with the I-765, I-485 and AR-11 applications, all other USCIS applications will be referred to the ACA's immigration department. Please visit USCIS's official website to get the most accurate, reliable and current immigration updates.

1 - 211 Susquehanna River Region provides a list of resources from a variety of providers in the Broome, Chenango, Delaware, Otsego, and Tioga Counties that clients can tap into.2 - Greater Opportunities Binghamton also provides a list of resources that they directly assist with within Broome and Chenango Counties that clients can tap into.3 - DSS offers a multitude of cash assistance and employment programs. You can fill out a benefits application online, or in person at the DSS office.4 - The Binghamton School District and Literacy Volunteers both offer Adult Education, ESL Classes and Tutoring.5 - Support for Afghan Financial Empowerment (SAFE) is an initiative launched by the International Rescue Committee (IRC) to empower Afghan families as they begin their journey to financial stability and economic security in their new homes across the U.S.6- Settle In is trusted online resource for newcomers to help them settle in the U.S.For additional support, please contact the RSSP Manager.
